Abstract

Islamic civilization bequeaths fundamental values such as deliberation, justice, equality, and tolerance that are relevant to building a civilized democratic culture in Indonesia. Political polarization, weak substantive public participation, and rising social intolerance indicate the need for a solid value foundation in contemporary democratic practice. This study aims to identify and analyze the contribution of Islamic civilizational values to shaping a civilized and just democratic culture. The study employs a descriptive qualitative approach through library research, systematically examining primary and secondary sources via content analysis. The findings show that the principles of shura, justice ('adalah), religious moderation (wasathiyah), and the Medina Charter model provide an ethical framework aligned with Pancasila democratic principles, particularly deliberative consensus and respect for diversity. The study concludes that internalizing Islamic civilizational values can strengthen substantive rather than merely procedural democracy while fostering a civilized political culture within Indonesia's pluralistic society.
