This research is motivated by the weakening of civic character among young Indonesian Muslims, indicated by low civic participation, intolerance, and identity crisis. The study aims to examine Islamic educational management models as instruments for strengthening civic character based on Islamic values. A qualitative method with a case study approach was employed across three Islamic educational institutions in Java. The findings reveal that integrating Islamic values such as amanah (trustworthiness), shura (consultation), and justice into educational management systems significantly shapes strong, tolerant, and participatory civic character. In conclusion, value-based Islamic educational management can serve as an effective model for forming citizens of character in accordance with democratic principles and Islamic teachings.
